Follow-up Comment #24, bug #49503 (project octave):

Thinking about it, the "hg-octave-dist" target could probably override the
variable that will control whether "build-octave" is built or not. That way it
wouldn't be necessary to explicitly disable building "build-octave" with a
configure flag if it isn't needed.
