Follow-up Comment #1:
Thank you for your report. I cannot confirm this on openSUSE 15.2. There are
phases, where nothing can be build in parallel, but most of the time many
cores are busy on my system when building Octave.
Can you describe your entered commands in more detail and was it moreover
possible to log your stdout and stderr and attach those logs zipped to this
report for investigation?
