Follow-up Comment #5:

This was pretty simple.  This changeset
(https://hg.savannah.gnu.org/hgweb/octave/rev/28676df1deaf) was made on the
development branch but never grafted back on to the stable branch.  I've done
that now.

If there is a problem with 8-bit streams that should become a new bug report.

Marking this one as fixed and closing report.
