Follow-up Comment #3:
It is possible to build Octave without the support to plot.
You should have seen appropriate warnings in the summary of configure.
Ideally, this could also give you some hints on which dependencies are missing
for that feature.
To be sure, check the complete output of configure and config.log.
Re-titling to reflect the issue that configure could choose better defaults on
MacOS.
