Follow-up Comment #5, bug #59173 (project octave):
Does mkoctfile work at all on Windows (it should). For reference, there are
code samples in the examples/code directory. Find that directory and then
try
mkoctfile helloworld.cc
It should compile a .oct file that the running instance of Octave can use.
