[Octave-bug-tracker] [bug #59173] "mkoctfile -p" returns wrong LDFLAGS on Windows

Follow-up Comment #9, bug #59173 (project octave):

I removed LFLAGS from Octave in this changeset
(http://hg.savannah.gnu.org/hgweb/octave/rev/aab67699cbf6).  This removal was
scheduled to take place before the 7.1 release, but it feels important to do
this now so we uncover any problems in the build system well ahead of time.
