[Octave-bug-tracker] [bug #59173] "mkoctfile -p" returns wrong LDFLAGS on Windows

Follow-up Comment #24, bug #59173 (project octave):

I would like to revert
https://hg.savannah.gnu.org/hgweb/octave/rev/aab67699cbf6 (and mark LFLAG for
removal in Octave 9).
After that, I'd like to apply Rik's rebased patch
(bug59173_1-mkoctfile_LDFLAGS_default.patch) and an additional one that adds
DL_LDFLAGS on the default branch
(bug59173_2-mkoctfile_DL_LDFLAGS_default.patch).
Additionally, I'd like to change the order in which flags are passed on stable
(bug59173_3-mkoctfile_LDFLAGS_last_stable.patch) and merge with default.

Does that sound reasonable?
