IIUC, this wouldn't make things worse than they currently are for Mac
developers.
If it is necessary and possible to avoid the potential overlinking, that could
be changed later on.
Marking as ready for test.
Could you please try if building succeeds when you configure without
"--enable-link-all-dependencies" after that change?
