Follow-up Comment #66, bug #50025 (project octave):

You can find "app" versions of Homebrew formulae for Octave 5.2.0 and the
Octave 6 Release Candidate in the octave-app/octave-app tap here:
https://github.com/octave-app/homebrew-octave-app. The 5.2.0 version includes
the patch, and in our testing of 6 RC, it's no longer needed.

To install the "app" version of Octave 6 RC via brew, do:

$ brew install octave-app/octave-app/octave-octave-app@6.0.90

If you don't want to spend the time running the build (it'll probably take an
hour or more), a 6.0.90 RC distribution of Octave.app is available here:
https://github.com/octave-app/octave-app/releases/tag/v6.0.90-rc1

GNU Octave has no control over which patches are included in core Homebrew
formulae; their criteria is generally "at least submitted, and preferably
accepted, upstream". You could ask the Homebrew maintainers about this at
https://github.com/homebrew/homebrew-core.
