Follow-up Comment #5, bug #59483 (project octave):

A way of testing for sure whether readline is the problem would be to invoke
Octave with the '--no-line-editing' option.  This will disable using readline
for the session an anything in .inputrc or in /etc/inputrc will be skipped.

Try


octave --norc --no-line-editing --gui
