Follow-up Comment #1:
IIUC, that feature was removed many years ago. Hence, it's no longer
documented in newer versions of Octave.
It might be that you can still find that setting in packages that have been
released for those old versions of Octave. (But it has no function whatsoever
in newer versions.)
If you want to "auto-load" a package, add the appropriate commands to one of
the startup files.
