Yes, that fails. But for a completely unrelated reason.
In Matlab R2021a:

Operator '+' is not supported for operands of type 'function_handle'.
Error in bug_60237 (line 3)
r = ancall (2) + 1;
Equivalent error in Octave:
>> bug_60237
