Thanks for your report.
Could you please rename the file %APPDATA%\octave\octave-gui.ini to something
different?
Does the Octave GUI start again after that?
In case it does, could you please upload that file to the bug tracker. Maybe
someone will be able to figure out what went wrong for you and possibly
prevent that from happening in the future.
