Follow-up Comment #5, bug #60528 (project octave):

Just increase the tolerance to have the tests pass.  I don't have access to a
Win32 machine so I don't know what those values are, but it a few eps are
generally fine.  What we've seen repeatedly is that the math libraries on
Windows are less accurate than those on Linux.
