Follow-up Comment #10, bug #61994 (project octave):

OK, you should also be able to duplicate the crash if you start Octave now
(with or without the gui) then create a graphics object and then exit Octave
while the graphics object still exists.

Shutdown is hard.  I recommend never closing Octave.

Seriously though, I'll take another look at this shutdown path.
