SUCCESS :-)

Fun fact: The installation is now performed locally even after reinstalling
octave for "all users". Is this an intended behavior?

C:\Users\user.DOMAIN\AppData\Roaming\octave\api-v57\packages\io-2.6.4


I will try if your fix is also valid for Version 6.4.
