Follow-up Comment #1:
GDCM is a dependency of the dicom package that is bundled in the installer for
Octave for Windows.
The actual issue seems to be that the version of `cmake` that is bundled in
the same installer seems to be broken. I'm also seeing that dependency on
`libcmcurl.dll`. But that library isn't installed.
CC'ing John Donoghue as the MXE specialist.
