Interestingly, I was able to manually create these directories

jim.maloney@JGMs-MacBook-Pro sphere24 % mkdir /Users/jim.maloney/.local       
     
jim.maloney@JGMs-MacBook-Pro sphere24 % mkdir /Users/jim.maloney/.local/share
jim.maloney@JGMs-MacBook-Pro sphere24 % mkdir
/Users/jim.maloney/.local/share/octave

perhaps the software is trying to create the tree all at once 

now history -w does not fail

now history is being saved and loaded per session
