Follow-up Comment #1:

This is Texinfo behavior when the node to display is less than one page.  If
that is the case, it doesn't feel necessary to include the footer navigation
because the header navigation is always visible.  I checked by adding 4 large
paragraphs of text to func.txi after the @deftypefn for "return".  This caused
the length of the node to exceed one page and then the footer navigation was
visible again.
