Follow-up Comment #8, bug #62408 (project octave):

Sometimes things like our use of gnulib change in ways that require a clean
checkout or a completely clean build tree.  Those kinds of changes don't
happen frequently I don't think it is worth any effort to "fix" this problem
in the bootstrap script.
