configure: error: to build Octave, you must have the PCRE library and header
files installed

in fact PCRE is now installed as

base) root@euclid:/usr/include# ll pcre*
-rw-r--r-- 1 root root 46818 Dec  7  2019 pcre2.h
-rw-r--r-- 1 root root  6677 Dec  7  2019 pcre2posix.h
