Follow-up Comment #15, bug #61996 (project octave):

I have tested recently on my old Win 7 VM and there I just saw it only
occasionally and obviously only once for a new widget layout as if the layout
reached a steady state after one restart.

@Philip: what are your observations on more recent windows systems?
