Subject slowdown on Ryzen:

The Windows installer "GNU Octave, version 7.2.0" is shipping with OpenBLAS
0.3.18 dating back to October 2021.


OpenBLAS 0.3.19 fixes a bug that an unknown / newly released x64 CPU will fall
back to Prescott = Pentium IV features.

"DYNAMIC_ARCH builds now fall back to the cpu with most similar capabilities
when an unknown CPUID is encountered, instead of defaulting to Prescott"
