Follow-up Comment #4, bug #63148 (project octave):
IIRC, other users reported previously that files in their default TEMP folder
couldn't be executed. That caused issues for them, too.
The solution for them was to create a new TEMP folder (e.g., C:\Temp) and set
the TEMP environment variable to point to that new folder.
Not sure if this is related to the issue described in bug #63139. (I don't
recall when the earliest report was about that.) I'm also not sure if the new
installer will make any difference. But testing probably won't hurt...
