Follow-up Comment #1:

Are you able to manually delete that folder (e.g., using the Windows
Explorer)?
Do other running programs keep any of those files or folders open? (You don't
have permission to delete files or folders if there are still open handles to
them.)

If you can't find which programs could be the culprit, try re-starting the
computer. Does that make a difference?
