Follow-up Comment #18, bug #63089 (project octave):

IIUC, we chose to differ from Matlab in this particular case. And we shouldn't
change that behavior (at least for a .dot release. But I'd prefer if we
wouldn't in general).

See e.g. the top of `dec2base` for a possible implementation of the check.

It would also make sense to think of a way that doesn't duplicate the checks
for positive input. If that is too intrusive, we could do that part of the
change on the default branch only.
