Follow-up Comment #3, bug #63265 (project octave):

Yes, tinkering also included manually removing that folder with windows
explorer (and indeed I don't see any particular reason why .svn should have
odd permissions). 

The script is just supposed to remove pre-existent versions of the folder it
installs when it finds it. 
It shouldn't really be all that hard for you to run (except you need to
install sliksvn or something like that):

DownloadPsychtoolbox("C:/Users/User/Desktop/test")
