Follow-up Comment #3, bug #63281 (project octave):

but even in the first example,  with @plus, having scalar or equal element
counts resulted in full, whereas for @and it resulted in scalar. so if it's
bypassing expansion code, it's still changing something that results in full
instead of sparse for one function but not the other.
