Follow-up Comment #4, bug #61488 (project octave):

I'm not certain which the current main repository is for this project.
The package index still points to SourceForge:
https://gnu-octave.github.io/packages/octproj/
https://sourceforge.net/p/octave/octproj/ci/master/tree/

But the sources in that repository seem to be pretty old.

There are newer files in this bitbucket repository:
https://bitbucket.org/jgpallero/octproj/src/master/

Is that the current main repository?

In that Makefile, LDFLAGS are still overridden (see comment #1):
