I pushed a change here that checks for `Magick::PixelPacket`:

That symbol was removed from the API of ImageMagick++ version 7. That way, the
configure script will detect that Octave can't use the installed version of
ImageMagick++ (if it is version 7 without that symbol).
The configure script warns which features won't be available.
This allows Octave to compile without errors (hopefully).
Keeping this open as confirmed in case someone is interested in implementing
support for the new API.
