Follow-up Comment #41:

noting that:
- Windows 7 support from MSFT ended on January 14, 2020, and (assuming it has
similar issues) 
- 8.1 support will end in January 2023,
- the problem has been identified as belonging to the underlying OS
- there hasn't been any meaningful work on this report in >5 years

I'm going to close this report as a won't fix.  It is likely to never be fixed
directly unless someone with an urgent need for compatibility chooses to do
so, at which point the report can then be reopened.

The most likely eventual fix will be the roll out of an alternative
cross-platform console widget that has been under development for some time,
and may or may not fix this issue if it is compatible with older Windows OSs.
