Follow-up Comment #2:

in addition to ode23s having moved from octave forge to octave core some time
ago, the error in comment #0 no longer occurs and the solver completes
correctly (output data appears a sufficiently match matlab without rigorous
examination on accuracy).  It seems the JPattern was added/fixed some time
ago.  Closing as fixed.
