Follow-up Comment #35, bug #62352 (project octave):

see the following discussion for troubleshooting steps and how that one
identified Avast Antivirus as being the issue:

recommend continuing any discussion/troubleshooting over on that forum. it
would be useful to know if any similar troubleshooting would produce similar
results on your system.
