Follow-up Comment #5, bug #63909 (project octave): Is this bottleneck consistent across different systems? I've just gotten used to certain parts of octave being very slow because I'm on a managed system and "things" apparently have to get done in the background. I always assumed that was the reason for the slow preferences box. I remember old versions of LibreOffice or open Office specifically is Java for some of their preference dialogues that took forever.
