Follow-up Comment #3, bug #63932 (project octave):
WRT p.2 -- change the opengl driver (there is a "Opengl Switcher"
utility in the octave installation) from "System" to "Software".
p.1 is something different and may indeed related to

and we need to investigate further (I cannot reproduce it on my machine). Do
you have any network shares? Anti-virus? Is it a stock Windows installation,
or it is some kind of modification to work in a specific corporate
environment?
