Follow-up Comment #46, bug #63931 (project octave):

at least on windows, the matlab editor only allows you to specify utf-8 and
windows-1252 in the save as dialog. I don't see how to edit command line
encoding.  fopen of course will take an encodingIn parameter which supposedly
includes ISO-8859-1 but I get an 'invalid machine encoding' error when I try
to specify it.
