Follow-up Comment #2, bug #63954 (project octave):
for details, we have had several cases reported where after recent updates,
avast's active scan was causing a conflict with octave's gui. not yet
diagnosed, but the only fix seemed to be uninstalling avast and using a
different AV. users reaching out to avast has not yet produced a reliable fix,
although one user did claim after a windows and avast update things were
working again. Also, we have one recent report of an AVG user with similar
results.
