Follow-up Comment #9, bug #63962 (project octave):

are you suggesting changing the order of the regular or 'unique' results? 
matlab docs for perms specifies that they return in " in reverse lexicographic
order"  which seems to be matched by the default perms behavior. If the
overhead isn't too painful I'd support having the (octave only) 'unique'
option do the same.
