Follow-up Comment #5, bug #64727 (project octave):

That recommendation is for users of Windows 10 *and* Windows 11.
It's not surprising that the scrollbar issue is solved by switching to the
Legacy Console. But like I wrote before, that Legacy Console has other
issues.
