The octave function in question is in production and has 3900 lines of code.
It is part of a highly parallelised (using the parallel package) batch type
software architecture program which does extensive number crunching of a very
large and complex database containing reference, market and transactional
data.

The parallelised batch type software architecture is well suited for these
type of problems and a few thousands lines of code per individual batch
function is nothing unusual. 

I have seen quite a few organisations using this software architecture and in
most you find multi-thousand lines of code functions as well (usually not
written in Octave/Matlab but the mathematical number crunching complexity was
in general not that high).
