Follow-up Comment #7, bug #64820 (project octave):

There should already be a /usr/bin/msys-2.0.dll from the msys2 repos so the
question is perhaps why did one work vs the other ?

Im guessing a different version of the dll ? Can you work out the version of
the package it came from ?
