The behavior you are describing is expected and compatible to Matlab's
behavior. See:

IIUC, you'd like to get the results that the Matlab function `tightPosition`
would likely return. Afaict, that function hasn't been implemented for Octave
yet though. 
I'm converting this report to a feature request for that function.
