Follow-up Comment #12, bug #64864 (project octave):

I had to specify 'JAVA_HOME=/usr/lib/jvm/java-8-openjdk-amd64' on the
./configure line to make Java in Octave work when I had multiple javas
installed. Maybe that is your issue?

I can run the test suite fine, but that's just n of 1.
