[Octave-bug-tracker] [bug #65166] tickdir 'both' does not create tick marks crossing the axis

Follow-up Comment #2, bug#65166 (group octave):

Was it expected that "both" would currently do nothing? I didnt check the
exact value but it appears to double the tick mark length but the position
stays outside.  Assumed it might have just been a position calc error.
