Added programming notes about properties not yet being implemented to
x/y/ztickangle function docstrings in 
https://hg.savannah.gnu.org/hgweb/octave/rev/038fd58e257e

that should be sufficient documentation to cover this issue until the
rotations are actually implemented (which is being addressed in other bug
reports).
