The octave/etc/NEWS.4 file is missing the 4.4.1 release news.  I have taken
that
[news](https://octave.org/news/release/2018/08/09/octave-4.4.1-released.html)
and reformatted it into NEWS.4 text format and stored a
[copy](https://github.com/tychism/pastebin/blob/main/NEWS.4.4.1) for your
convenience. 

Thank you for all of your excellent work - I use octave intensively in many of
my scientific projects.
