Follow-up Comment #6, patch #9675 (project octave): I have new patch that includes libcrypt, and another that updates some script paths to work with /mingw64 which gets around the issue with the paths you are seeing in comment #20. I will also change the perl version from the original version in the patch to an earlier one to stop some other warnings that come up with the current version of texinfo.
