  Removing libcmsis since the repo seems to be gone and it can't be build.
Adding py-usb since I'm told it's required for uploading firmware to Lisa/L/M 
that use luftboot now.
Adding the two ports from paparazzi-extras into paparazzi-tools since they are 
going to be needed for the python upload and it'd be best to just have the one 
Installer.
