I have a NEO6M and it has only a resistor in the rx and the tx line. I'm using it with 5V. Look at the wiki(currently not available), jp6 close jp7 open will connect v_in to the gps

Use a external 5V regulator on v_in pin. Close JP3.
JP6 closed JP7 open -> gps connected to v_in rail.
Most ublox boards have a on board 3v3 regulator.
Hobbyking's neo6m 14€ module can work with 5v.
