The manual is in doc/pspp.texi in the source distribution, and it
is probably the place to start. I'd recommend using the version
of PSPP currently in CVS. If you need some help getting started
with CVS, let me know.
In my humble opinion, the pspp.texi has outgrown itself and is in
desperate need of being split into several smaller *.texinfo files.
It would make sense if this was done before commencing translation.
It would certainly make managing multitudes of translations a lot easier.
